where is syslog.conf?

How do I get syslog.conf under CentOS? I can find it easily enough on Ubuntu using apt-get but have tried several ways to find it using yum.

Whose stderr ? Sounds very odd to me as an non-BSD user. You can direct it to the console, but that's not what's normally done - different logs are generally sent to separate files.
Under Linux it depends somewhat on distro (hint, update your profile). Check which syslog process you're using - try maybe
Code:
ps aux | grep -i [s]yslog
Then you can try the appropriate manpage for the conf - say
Code:
man rsyslog.conf
