Where do I get a postscript editor for Linux?

There's Kate or Ghostscript and others.

I thought my question was complete in itself by I now see I forgot to ask if I can draw graphics with it (say lines, circles et cetera). I mean with Kate or GhostScript.

No they are just editors. Have you considered using Inkscape. It's a vector graphics program. I'm not sure if you can add notes to your designs in Inkscape. If not you can save your design to ps then import that into an editor to annotate.

Have a look at XCircuit and Scribus, too. Also, keep in mind that if you have CUPS installed, you can export to .ps or .pdf with "print to file" from every software able to print.

You may also want to consider Xfig (which is probably on your system already), or Dia.

Thanks. I do have Xfig. What I really need is to write a simple electric circuit. I began learning Gimp but I think it's much too work for the little job I must do.
