When is hosts.deny parsed?

I've seen ssh login block scripts that add unwanted IPs to hosts.deny, but when is this file actually parsed, when tcpd is started or periodically?

every time a request comes into the computer. You can change the contents of hosts.allow/deny and they take efect immediately.
