The ID Description length in /etc/passwd
This is also refers to below,

usermod -c 'What is the total ID description length allows here'

Is there any specific files or place has this setting which we can check?
Any one has the idea on this?

I found a reference to this being formally defined in the POSIX standard, but not the actual number. A trip to a technical library will resolve the issue.

Can you share with me the reference?
Where is the actual file which control the settings?

These fields are stored in the /etc/passwd file. For historical reasons, this field is sometimes called the "gecos" field.

Trying to find the place where I previously saw it mentioned that the mazimum gecos length is defined in the POSIX standard, I ran across ]this document, which claims it is 260 characters. I would take it with a pinch of salt though...
