It says they're having a site upgrade and to try again in 15 mins..that's the longest 15 mins i've ever seen. You might try asking their german counterpart, maybe they know a little more about what's happening.
Using my limited German, I looked through the German forum before posting here and did not spot any mention of the site being offline. Also looked in the French forum, where my reading abilities are even more limited, and found nothing.
I think the “15 minutes” started on March 21 (Wednesday) in the morning. It's very strange.
