What does the line do in the script?

I saw the code:

in this link(/usr/share/ucarp/vip-down-1.sh)
what does the code do?

Looks like a Command to bring a hardware or virtual network controller offline.

see man ifdown, it will take the given interface ($1:ucarp:0) down. ($1 is the first command line argument of the script).
