What are the right values for zone files.

I have the following values for zone file

@ 14400 in SOA
SOA refresh: 28800
retry:7200
expire:3600000
minimum ttl:86400

NS:14400
MX:14400
Cname:14400

Why reducing the reduce the value to increase the load on server and increase internet traffic.
What is RfC19199?
What are the standard values of zone files.
How come DNS services like zoneedit reflects the changes instantly.
Thanks.
