userconf was default with linuxconf, which is no longer on or included with Red Hat cause it was the crappiest most unsecure, unstable piece of software ever.

What exactly are you trying to configure? There are plenty of other user command tools you can use to add, delete, modify user accounts with.

useradd
userdel
usermod

If you want a GUI interface in Fedora Core, you could use the system-config-users program as root.
I don't have RHEL but it may have the same config programs. If not, then it's RTFM time.

Oh Crud! Now I got a song stuck in my head "It's RTFM Time! It's RTFM Time! It's RTFM time. It's RTMF Time." to the melody of "It's Howdy Doody Time!".

For RHEL, you can start by looking at the docs section at the Red Hat site.
