User quota limit

I want to set the user quota limit for each user on my RH linux system , but I can't run the "edquota", could suggest how can I make it work ? thx

/usr/sbin/edquota user
No filesystems with quota detected.

You have to activate quota on your filesystem. Have a lookenspeepers here.
