Unable to open an initial console

I get a message "Warning: Unable to open an initial console" after upgrading from Mandrake 8.0 to 9.1. During upgrade pc locked up so I had to restart and got the error msg. Tried completing the upgrade but nothing. Re-reunning the upgrade and the rescue disk do not seem to work. Any Ideas?

As far as the tty's and console they all belong to root.root and are all set to crw-r--r-- or crw-------
I can view this after booting rescue from the install disk. It seems the write permissions are not getting set??
