ttyS* assignments at boot time

I have RH7.2 on an plain old interl box with 2 standard COM ports (IRQ and address). When the box boots, com1 is assigned ttyS0 and com2 is assigned ttyS3.

Jun 27 20:11:41 localhost kernel: ttyS00 at 0x03f8 (irq = 4) is a 16550A
Jun 27 20:11:41 localhost kernel: ttyS03 at 0x02e8 (irq = 3) is a 16550A

My question is what logic is used here and why is com2 not assigned ttyS1? Why the gap of S1 and S2?
Thanks.

That is odd if you do not have any add on cards.
Mine:
Jul 8 16:42:17 kernel: ttyS00 at 0x03f8 (irq = 4) is a 16550A
Jul 8 16:42:17 kernel: ttyS01 at 0x02f8 (irq = 3) is a 16550A

That is for 2 com ports on the mainboard.
