Trouble with rsync and charsets

I have a GNU/Linux-box running the rsync-daemon, and a Windows-box running rsync through Cygwin. I am using rsync to synchronize my music collection between the two computers, but the encoding of the filenames is not translated correctly (on the Windows-box, strange characters will appear instead of æ, ø and å for example). The filenames are UTF-8 on my Linux-box, and the filesystem on the Windows-box is NTFS (I believe NTFS use UTF-16). Is there any way I can have the character encodings of the filenames translated correctly when I am synchronizing between the two computers?
