Switching off a CPU of a multiple CPU machine

Hi

I wanted to find out the procedure if

1) a CPU in a multiple processor machine can be switched off at a OS level.
2) If I can bind a process to use a particular CPU whenever it starts.

Thanks and Regards,
K Ravi Sudhakar
