Seriously?? Your DBA is
importing data, and is wondering why the disks are busy? The disks are busy,
because there is a lot of IO going on, due to the data import.
There is no way to tell you how to optimize it, since we don't know how the tables are laid out, what RAID level/BCV options you have on behind the scenes, or any of the other relevant information, including how large the import is, and if it's finishing. Best thing to do would be to work with Oracle, give them a trace, and see what they suggest.
