For starters, you have to specify whether you have to start a telnet client session or server session.

If it is client, just type telnet and the destination ip in the shell for starting a session. If it is for a telnet server, go to your distribution's home page and do a search. Also, i believe inetd and xinetd are both used to control telnet, and check to see which one is used by your distro.

can your machine accept local connections ? i.e. does "telnet localhost" work ?

if so, check your /etc/hosts.deny or /etc/hosts.allow. and check your firewall settings if you have any.

if not, i believe that in RH, you would also need to manually enable telnet by editing a file in /etc/xinet.d/ - (or somewhere similar)

To enable telnet, edit the /etc/xinetd.d/telnet file and change disable = yes to disable = no

Then you will need to restart the xinetd service.
At the command line, type:
Code:
service xinetd restart

why u insist using telnet instead of using ssh? it is secure thousand times than telnet.
but if you insist to use telnet, i have suggestion for you to try it, try disable your iptables then restart your xinetd using /etc/rc.d/init.d/xinetd restart, and test whether you can telnet or not?
If can telnet, than you need to check your iptables.

Thanks
