I can create user like so "user.name" using useradd but when I try to update properties using "system-config-users" it complains about the punctuation characters. Is this a bug in "system-config-users"?
Its just the way the software is written. system-config-users will not read special characters, unlike useradd will. This is something the programmers will have to fix.
