I have a fresh install of CentOS 6.5 running Xen kernel 3.10. When I try to shut down or reboot the machine hangs with the following messages

init: Re-executing /sbin/init
mount: you must specify the filesystem type
Halting system....
And then it hangs there. I've googled around and tried setting "reboot=pci", checked that /usr/share/config/kdm/kdmrc has HaltCmd=/sbin/poweroff and checked any symlinks in /sbin/ to be sure they're going to the right place. Currently halt points to reboot, could that be the issue?
edit: I've removed microcode_ctl too.
