setting ftp option

I am new to linux, I don't know how to allow ftp on a machine. Currently whenever I ftp to the machine, it asks for user and passwd but do not connect. Do I need to change some options in some configuration file?? Any help ????

What distro? Also, what FTP server? Most likely Proftpd, but possibly Wu. The .conf file for Pro is called proftpd.conf but is located in different places for different distros, although most likely its just in /etc

It should have access to match against /etc/shadow so not being able to login with a standard user is a little funny, although the default is not to allow root logins if you were trying for that.

Cheers,
