Yes. To use it through ssh, you need to have an X environment installed on windows. I believe there are a couple of commercial x servers for windows (Xwin32 is the one that comes to mind). I think you can also use Cygwin on windows.
Personally, I use VNC. But I'm not sure how secure it is since it's just on my local home net and I'm not too concerned about the security.
