RH 9: ftp localhost connection refused

I have a RH 9 system without a firewall. I can ftp into the system and out of the system
but I can not 'ftp localhost'. Before I get to the login prompt, I receive the
following error: "ftp:connect: Connection refused." How can I troubleshoot and fix this?
I can ping and telnet to localhost without issues. I don't see anything in /var/log/messages that relates to my ftp.

What ftp server are you using?

Type netstat --inet -a on the command line and see if the phrase "" appears anywhere.
