restrict users to use their old passwords

Hi guys,

I am using RHEL 6.3. I want to restrict users to use their old passwords.

For that i have followed these links:
1. http://www.cyberciti.biz/tips/how-to...passwords.html

2. http://devrajtiwary.blogspot.in/2011...passwords.html

3. http://www.linuxquestions.org/questi...-error-236955/

but still i am unable to do that on my system.
I have manually created the /etc/security/opasswd file but it works nothing.

The user itself cant change the password. And the "opasswd" file contains nothing.

So now can you please suggest me the correct way of doing that.

Thanks.

so you do not want any non root user to EVER be able to change there own password ever again

odd , most places REQUIRE you to change your password every 1 to 3 months
