Question Remapping the whole keyboard (in X)

But, my question is:
How do I remap my keyboard, as in:

By default, when I press "A" key with caps off and no shift, it inputs as: 'a' (U+0061).
But, I want to re-define "A" key (with caps off and no shift) to input as: 'ᨼ' (U+1A3C).
(Some of you may not see the U+1A3C character. It's not a blank space, just to let you know. The character is in the picture below).



Is it possible?
On the thread I refereed to, it's unclear whether xmodmap will work with Unicode.

You can certainly use xmodmap with Unicode: I've done it. Otherwise, you can re-write the keyboard driver.

uhm... I guess more will be in xmodmap man page.
but... do I have to specify locale in xmodmap? the tai tham script is in unicode but is extinct.
I doubt that there would be an official language code for it.

If you use xmodmap or direct editing to alter a keyboard driver, that has no effect on the locale. The language setting in locale is just for things like telling software which language to display text in.
