could you please do a favor for me.......

when i upload image through browser in dir the default permission
should be 644 and it happens in

/home/ems/public_html/images/

drwxrwxrwx 2 ems ems 4096 Mar 23 06:32 .
drwxrwxrwx 8 ems ems 4096 Mar 23 06:35 ..

-rw-r--r-- 1 apache apache 3355 Mar 22 16:53 0-aish49.jpg
-rwxrwxrwx 1 ems ems 9218 Mar 22 12:18 a11.jpg

problem :

but i am not able to understand why the default permission 644 is not
assigned in this dir home/usalimos/public_html/images/

drwxrwxrwx 2 usalimos usalimos 4096 Mar 23 07:15 .
drwxr-xr-x 224 usalimos usalimos 16384 Mar 23 07:14 ..

-rwxrwxrwx 1 usalimos usalimos 13166 Mar 22 12:39 hemant.jpg

-rw------- 1 apache apache 21088 Mar 23 07:15 image001.jpg

and when i touch a file in this dir the the default permission is
this

-rw-rw-r-- 1 usalimos usalimos 0 Mar 23 08:33 test

and when i upload a file through ftp the default permission is

-rw-r--r-- 1 usalimos usalimos 0 Mar 23 08:36 test1
this

could you help me why this happens only in this dir
