RedHat Linux user account setup

RedHat Linux user account setup: How do I setup an account for a specific user that shows up as just a blank screen. The user will only have the right button to use and I will control what shows up in the pull-down (i.e. a couple of applications and logout)? I want to leave all other login accounts as they are. I've done this on an HP unix 10.2 system modifying the ".vuewmrc" file for the user.
P.S. I'm using KDE GUI.
