Maybe I don't understand your question, but you should be given at least one (and possibly up to 5 or 6) Email accounts when you sign up with an ISP. I don't think you would (or should) need to spend anything extra for an Email account on its own. Along those lines, there are numerous free Email providers, such as Yahoo, which also would negate the need to spend any money for Email access.
Are you asking for a recommendation about an Email client? If so, I'd recommend Ximian Evolution, although there are numerous alternatives. -- J.W.

Im asking for a recommendation like Yahoo or hotmail, but I dont want anything about Micro$oft, what could be the better Email that support SMTP and POP3 or Ximian Client?
Well Yahoo is good, offers a reasonable amount of space for a free service, and has pop access as long as you are willing to receive adds (Though I selected to receive adds only from topics I chose, then chose no topics and I have yet to receive an add).

If you are looking for webmail, I'd recommend something like Hushmail or Cryptomail.
