Question ProFTP-adding user and password ?

Alright, the documentation seems a bit confusing. I can't seem to find the place where it tells me how to add a user and give them a password. I can start the daemon, but can't log in. I try using a valid Linux user and password (not root, I know root is blaclklisted in the file ftpusers) but the password fails each time.
If there is some special way to add users and passwords in proftp (ie - the way that you add users in samba is 'smbpasswd'), please enlighten me.
