portuguese dvorak keyboard layout

Is it possible to set in ubuntu, a portuguese (latin) dvorak keyboard layout? This layout allow me to write special characters like '', '~', etc...

Use the keyboard configuration tool, select Portuguese, and look at the variants. There are two slightly different ones available: "Brasil Dvorak" and "Portugal Nativo" (it is Dvorak).
