there might be a list:
1. drop as much eye candy as you can
2. use a lighter DE (xfce might be the ans)
3. turn off unneeded services
4. configure and install a newer kernel (suiting your h/w)
5. buy a quad core processor (hehe)

What programs (for what objectives) do you need? After you decide it is possible to remove everything that is not needed. For example, KDE is nearly for sure non suitable for anything when you want something lightweight. Also look through 'ps aux' output for daemons.
PS. Memory is often move useful than processor power; see typical 'free' output and 'top' output; if there is little free memory, and disk reads/writes are not cached enough, but processor load is less than 50% - you get the idea...
