Odd output of 'top'

Hey can anyone make sense of this output from top? Note the 1.00 cpu load level yet the two cpus are 99% and 100% idle - why?

23:49:55 up 20 days, 7:26, 3 users, load average: 1.00, 1.02, 1.00
114 processes: 113 sleeping, 1 running, 0 zombie, 0 stopped
CPU0 states: 0.0% user 0.0% system 0.0% nice 0.0% iowait 100.0% idle
CPU1 states: 0.1% user 0.1% system 0.0% nice 0.0% iowait 99.3% idle
Mem: 1030356k av, 1020732k used, 9624k free, 0k shrd, 367828k buff
770108k actv, 4860k in_d, 21304k in_c
Swap: 4224888k av, 241548k used, 3983340k free 477920k cached

Thanks,
Phil
