need help to install OS but my cd drive not working .

* You could remove the drive, place it in another system with a CD drive, and install Linux there, then put it back in the first system.
* You could do a network install, booting first from a floppy or usb drive. This can even be done without access to the internet, if you have another system to act as a server.
* You can install from within an existing installation (Windows or Linux). These will require that you copy the install image over (perhaps using a usb drive).

1) is answered with above link; if not, do a search for install windows from USB
2) sounds like the same question as 1 (sounds just like a re-install of windows which is the same as an install (in my experience))
3) upgrade from what to what
