You have a problem with access right.
use winecfg to locate your c drive, which by default must be ~/.wine/drive_c
Make sure you can access read/write ~/.wine/drive_c/windows
Actually, make sure everything inside .wine is readable and writable by yourself.

WINE is a set of tools allowing you to run Windows SW on Linux. It does not require installing Windows.

You may need to run the configuration program for WINE---documentation here: http://www.winehq.org/
