mesg yes/no; GUI talk

where can I set the default option for mesg variable. when I login mesg is no and it's stressing to set it on yes every time when I login. Also maybe you know how to set it on yes by default on ALL my accounts! When I create an account I want it to be yes!
Do you know a GUI talk... to download... ?

add 'mesg y' to /etc/bashrc. probably a nicer official way to do it... but that should work
