max open files

Hi i'm running FedoraCore 1 with kernel 2.4.27-grsec on my server but i'm not using gradm tool. I'm a shell provider and one of my customer complains about max open files are limited to 100. When he tries to start unreal ircd he gets this:

The OS enforces a limit on max open files
Hard Limit: 100 MAXCONNECTIONS: 1024
Fix MAXCONNECTIONS

I changed nofile values in /etc/security/limits.conf but i still i got same errors.
-bash-2.05b$ ulimit -a
core file size (blocks, -c) 0
data seg size (kbytes, -d) 200000
file size (blocks, -f) unlimited
max locked memory (kbytes, -l) 20480
max memory size (kbytes, -m) 200000
open files (-n) 100
pipe size (512 bytes, -p) 8
stack size (kbytes, -s) 8192
cpu time (seconds, -t) 120
max user processes (-u) 20
virtual memory (kbytes, -v) unlimited

as you see open files are still 100 is there a way to increase this values?

Regards.

Cheers,
