making a user to run file (group)

hello there

i give my username paxmaster to a primary group call sys

sys:x:3:"paxmaster"

and change the group to sys /sbin/ifup
when i try to run as a user /sbin/ifup: failed to open statefile /etc/network/ifstate: Permission denied
