rpm's can't ask questions, they are able to change their default base location etc... but they are a generic format, so are not supposed to be able to find other program details, other than to fulfill dependencies. i would advise you to write some form of setup script as part of the rpm contents to do post-install config. to create an rpm file though, you need to write a specfile, whch details things like package names, file locations etc...
