lruser.texi not found when producing bashref.dvi


I managed to produce a printable Bash Reference Manual from the /doc contents of a rebuild bash source package (rebuilt to apply patches ). However, I got a message about the 'rluser.texi' file not being found when I produced the manual. There was a .dvi file output and at first glance it looks good. I was wondering if anyone knew the what/why/where about this file? I assume that the name stands for "readline user"
