I want to ln from one partition to another. doesn't seem to be allowed, though.

Nope. a hard link is an additional entry in the filesystem table which makes two find handles point to the same piece of disk space. Now clearly you can't reference the same piece of disk space on two different partitions can you? Use a symlink instead. add -s to the command.
