What does your title have to do with your question?
Do you want guarddog to startup each time you start the computer? If so, then yes, add it to your startup scripts.
I doubt you have to redo the config each time you restart if that's what your asking, as most apps have a config file... have you tried reading the docs on it at all? Come on Bajanick, you have over 1k posts but your still posting questions that are like a day old newbie! You should really know by now to try and search first.... or at least read the docs on it and then ask questions..
