kernel panic VFS: unable to mount root fs on unknown-block (0,0)

i have compiled the new kernel-2.6 which got the error below when booting using it.
here are my error of kernel panic.:-

NET: Registered protocol family 1
NET: Registered protocol family 17
NET: Registered protocol family 8
NET: Registered protocol family 20
VFS:Cannot open root device "LABLE=/" or unknown-block (0,0)
kernel panic VFS: unable to mount root fs on unknown-block (0,0)

what is wrong?
what should i do in xconfig to make this go away?

before this i got a kenel setting which can boot and i got it book into kde interface but unfortunately there many services failed reported at the booting process and my usb optical mouse couldnt move at all. so i made a fresh recompilation from scratch but loaded the previous working config file and made some changes hoping to get my usb mouse to work but unfortunately i got the error shown above.

first of all i dont see any usb mouse support in the xconfig.
where is it? please be spesific.

please help me...
i have spent whole day compiling but unsuccessful at all.
i've compiled 8times already but still dont even work.!

In your bootloader config file try explictly pointing to the Root partition ie

take out

root=LABEL=/

and put in something like

root=/dev/hda3

(obviously substitute in your Root partition device name)

root (hd0,4)
kernel /vmlinuz-2.4.20-8 ro root=LABEL=/
initrd /initrd-2.4.20-8.img
