KDE Pen with circle slash icon

I ran across a folder in KDE that has a pen with a circle with a slash through it on the icon. It would seem to me that this was indicating that the folder was write protected, but the folder and its contents are not write protected and have the same permissions as other folders that don't have the symbol. Also, the symbol does not appear when I log on as root.

Does this symbol indicate write protection and if so why don't the permissions reflect this?

Are you sure you own this directory. What are the results of running "ls -l directoryname".
