KDE disables my xorg.conf's "XkbOptions"

I have the follwing in my xorg.conf:
Code:
Option "XkbLayout" "en_US,ru(winkeys)"
Option "XkbOptions" "grp:shift_toggle,grp_led:scroll"
But KDE somehow uses my old layout switching - Alt+Shift.
Even when I disable Keyboard layout in Control Center.
GNOME does the same.
Only fluxbox uses Both Shifts to switch layout.

Can you help?
Thanks.

Both Gnome and KDE are full desktop managers, not just Window Managers so I'd assume their own software in the control panels are overriding such features.

That's not a problem any more.
I simply set my xorg.conf after I run KDE.
When I took away my configs from xorg.conf, run KDE, then add configs again, then KDE works just fine.
Thanks for an advice, trickykid.
