Assuming that you use Ubuntu 11.10 (there is no such thing as Linux 11.10), just open your Software Center and search for it.
Alternatively, launch this command:
Code:

sudo apt-get install synaptic

Hi
Correction its Ubuntu 11.10.
I am getting this error E: Package 'synaptic' has no installation candidate when I executed the command sudo apt-get install synaptic.
how could I resolve this?

It may be possible that you have to run
Code:

sudo apt-get update
before using the installation command.

Isn't it usually already present in all Ubuntu releases?
EDIT
Just found this:
