Ran into similar question on Fedora and found they don't offer Motif because it isn't GPL. Maybe the same is true for Suse?

Fedora suggested (and had repositories for) lesstif instead. It is GPL and we used it to get our Oracle R12 DB going even though Oracle had specified OpenMotif.

See if Yast has a repository for lesstif.

yast doesn't seem to have lesstif at all. Do I need to add a repository?

yast has motif, just not the development package, so I don't think it is a licensing issue. That, and I think SUSE is okay with non-OSS software.

(I am using openSuse)

Are you sure there IS a development package that is separate from OpenMotif? It provides libraries of its own (which I found in lesstif). If Yast provides OpenMotif there's no reason for it to provide lesstif. (FC before FC6 provide open motif as well.)

Looking at http://www.motifzone.net/
I don't see any reference to a specific "motif development" package but do see several "add-ons" that relate to development. You may want to have a look.
