The best answer we can give is "maybe".
Your question is very vague...we realize it's LAMP, but there are so many variables it's impossible to guess. Problems could be in the database design, table layout, indexing, number of spindles, drive hardware, etc., all the way to how the PHP/Perl is written, and what it's doing, and what you're trying to display. Add to that possible network problems, interfaces, routing, etc.....
So, "maybe" there are some tools to help you. But without details, nothing else will give you an answer.
