Well, I have a KDE desktop, so if you have something else, you'll have to try and see if you can do it the same way as I will show you.
I have this rich text file called "Hindi keymap.rtf" in my data partition, I right click on the desktop and select "Create_new/link_to_location_(URL)". In the little window that shows up I put in the File name field the name I want to call it, "Hindi Keymap", and in the "Enter link to location (URL)" field I click on the browse button and navigate to my data partition's directory that contains the file and click on the file and hit "OK". Now an icon shows up on the desktop, I click on the icon and my Hindi keymap file appears. Once the file is open on the desktop, I can edit it and go to the File menu at the top and hit "Save".
