It depends on the limiting factor, I guess. And what's admissible and what isn't.
For example, if the kind of load you talk about is the number of users, then the obvious response is to limit the number of connections. But this might or might not be doable, depending on the requirements that you have.
If the kind of load that you talk about is heavy cpu or ram usage then limiting php or whatever server-side scripting you allowed might be the solution, or completely taking rid of it.
I can't be more concise without having some real info about the environment you are into. The main factor here is this: do you really need such hight load? If not, then you have to identify where the extra load is, and how to get rid of it. Otherwise, you will need to update your hardware to deal with all the work that needs to be done.
