as far as regular FTP goes you actually don't. instead you manually make the directory (mkdir) and then you can get or put the contents in (mget, mput). ALso you cannot delete (rmdir) a directory unless it's empty.
If you have gftp installed , you may use it with X. To install gftp use rpmfind.net to get correct package for your distro. If you are trying between windows and linux you may try using filezilla.
to download a directory you may use recursive option with wget. Use "man wget". Other command line utility which you may like to take a look is rsync (related functionality)
The wonders of konqueror. Split the pane, use ftp://anonymous@balh.com and then drag and drop between the two panes (one being your local machine or wherever).
