how - hide underlined letters for keyboard navigation

is there a way in any linux desktop enviroment to hide underlined letters for keyboard navigation.

they are annoying, and useless for me.
i know some would disagree.

Everything is possible, but this one would be a bit complicated.

The underlined letters are specified in the localization files in the program.

I'll give you a little example:

You see a pop-up with two choices: 'Yes' and 'No'.
In the localization file this is written like this: &Yes and &No.

And what you see is Yes and No.

where are the localization files in the program?
