In SuSE the place to put your boot scripts are:
/etc/init.d/boot.local

and the place to put your shutdown scripts are:
/etc/init.d/halt.local

Red Hat probably gives these files slightly different names just to be ornery.

In RH, place executable scripts in /etc/rc.d/init.d. Then make symlinks according to runlevel and place in startup/shutdown sequence in /etc/rc.d/rc(1-5).d and /etc/rc.d/rc(0,6).d for shutdown/reboot or see "man chkconfig" on how to automate that.
