How do I get the Mac toolbar at the bottom of the screen?

Did I miss it? I looked all through Look and Feel in the Control center, and I saw the one for the top of the screen, but I want one on the bottom of the screen that is only icons. Any ideas?

use kde with superkaramba and the mac os x bar you can then drag it around where you want to have it ...
